The Delhi Gurgaon Expressway connects capital city Delhi and the Millennium City Gurgaon. The traffic along this section of the NH-8 is very high with peak traffic flow being in the morning and evening as well as the heavy traffic peak after 9pm in the evening. The large traffic volumes expected need to be managed in a manner that allows for multiple traffic management plans, and these are as follows,

Delhi Gurgaon Expressway Toll Plazas

The Toll Plazas are located at the following locations on Delhi-Gurgaon Expressway:
• Loop towards Indira Gandhi International Airport with 6 Lanes
(Only for commuters traveling from Vasant Vihar and Dhaula Kuan and heading towards IGI Airport via Mahipalpur Flyover)
Km 24 Delhi Gurgaon Border on NH-8 with 32 lanes
Km 42 Toll Plaza Near Haldiram on NH-8 with 18 Lanes

The introduction of India’s Largest Toll Plaza at the Delhi Guragon Border is a milestone in Indian Tolling; the toll plaza has a total of 32 lanes, 16 lanes per direction. Slow moving traffic such as motorcycles, bicycles and 3 wheelers are not allowed in the toll lanes and 3 “special lanes” are available per direction to accommodate this slow moving traffic. Not provided at IGI plaza since slow moving can’t use the main carriageway and have to take Mahipalpur junction.

Delhi-Gurgaon Expressway Tolling System

The Toll Collection Equipment installed at Delhi Gurgaon Expressway Toll Plazas has been designed to ensure the traffic and revenue is processed in a professional and auditable manner.

• Large Traffic Volumes
• Collection of MCD Toll Tax

The solution introduced on Delhi-Gurgaon Expressway is a multi tiered processing ability so as to accommodate the motorists and the processing speeds ensuring little to no queuing at the Toll Plazas. The acceptance of cash and the introduction of the following cash-less (Electronic Media to pay Toll) transaction will enable this to be achieved.

• Smart Tag

The Smart Tag allows a motorist to travel non-stop through the toll plaza while the Smart Card ensures that the transaction is processed in minimum time.

Toll Plaza Signage

The Toll Plaza signage is also unique with colours and text being used to guide motorists to the lanes. A combination of colours is also used to ensure ease of operation. This signage is posted above each lane to assist the motorist.

Orange Signage These lanes are provided to be used by a vehicle fitted with the Smart Tag.
Blue Signage These lanes are provided for vehicles that use a Smart Card. The motorist is required to stop and manually swipe the card.
Green Signage These lanes are lanes that accept cash from the motorist, the motorist will be required to stop and pay the toll.
Combination Signs

These are a mixture of the colours above and if the colours are mixed all motorists entering these lanes will be required to stop and then pay.

Full Orange This is a fully non-stop Toll Lane, no cashier is provided in this lane. It is mean specifically for Smart Tag Vehicles.
(Presently we have a configuration of 2 Full Orange Lanes for Vehicles equipped with Smart Tags and 2 Blue Lanes for Vehicles carrying Smart Cards. This configuration is for KM-24 Toll Plaza and is applicable in both the directions)

Who can use the Smart Pay System?
Any person may apply for a smart pay device who travels on the NH-8 between Delhi and Gurgaon. This could include:

• Motorists who wish to avoid the queue
• Local residents and local commercial traffic

How to apply for a Smart Pay Device?

The motorist must first decide which plan will work better for his benefit, the Smart –Tag or the Smart Card. On the Smart Tag the driving experience is better!!!

The commuters can walk in for the registrations of their vehicle at the Point of Sale offices at IGI Plaza office, KM 24 Toll Plaza Building and KM 42 Toll Plaza office.

Smart Tag: Smart Tags are presently available through two modes:
Normal Smart Tag: A Smart-Tag is presently available at a minimum price for Rs. 2000/- in which Rs. 1500/- will be kept as onetime administrative fees ( non refundable ) for Smart Tag device and Rs. 500/- will be the re-charge amount which will be adjusted during the trips. The vehicle will be charged exactly as per the Toll rates and there will not be any discounts. The Smart Tag works like a debit card the amount in the account will not expire by the end of the month. All vehicles equipped with Smart-Tags can pass through Full Orange lanes.
Monthly Concessional Pass:

The Monthly Concessional Pass is issued through the Smart Tags to a commuter traveling routinely on the expressway. The commuter can register the vehicle at one of the Toll Plazas at which he wish to avail the discount.


Discount Available

Local Personal Traffic: 50% of the applicable fees for the specified category of vehicles. (50% Discount)
Local Commercial Traffic: 66% of the applicable fees for the specified category of vehicles. (34% Discount)

Local Personal Traffic motorists to avail discounts, have to register personal vehicle for Monthly Concession Pass under the scheme at any one of the Toll Plaza’s after adhering to the following conditions:

a.

The Monthly Concession Pass is registered to the Vehicle. Each vehicle shall be required to have its own Contact-less Smart Card (CSC) or Smart Tag.

b. This Monthly Concession Pass is applicable for vehicles using only one plaza on the Delhi Gurgaon Project.
c. A vehicle cannot get registered for discount at more than one toll plaza.
d. Certified True Copy of Vehicle Ownership documents shall be required to be submitted for registration.
e.

Rs. 1500/- as one onetime administrative fees ( non refundable ) is required to be paid for the required to be paid for the Smart Tag.

f. Certified True Copy of Vehicle Ownership documents shall be required to be submitted for registration.
g. The monthly concession pass issued shall be valid for 30 days from the date of recharge. Any motorist who wishes to avail additional Monthly Passes for the month can do so at anytime during the month for the specific vehicle his validity will be for 30 days from the date of recharge. No refund or carry forward of the balance, if any, for the unutilized trips shall be made.

Following are the rates for the Monthly Concessional Pass for Local Personal Traffic which is valid for 30 round trips:

Charges for Private Vehicles opting for Smart Cards

The monthly Concessional Pass is valid for 60 round trips. Validity is for 30 days from the date of recharge.

Application of Smart Pay Technology

Each vehicle will be required to have its own Smart-Tag. If anyone tries to tamper the device, a tamper switch which is monitored by the system and will result in hot-listing of the account.

If there is any problem in the Smart-tag, the consumer should visit the POS and get the Smart-tag checked. It will be replaced if it has not been tampered with.

For commercial vehicles, MCD payments will form part of the contract.
Speed limits in a non stop e-tag lane must be not more than 15 Km/h for the safety of commuters.

The same Smart-tag can be used at all the three toll plazas on the Delhi - Gurgaon Expressway, this Smart-tag can’t be used on any other toll road across the country as DG Expressway is the only toll road in India which offers Smart-tag technology.

For any accounts query the customer will have to visit any of the three toll plazas. These queries can also solved over the phone.

In case the customer changes his/her vehicle or changes the existing fleet, change in particulars need to be filled in, which would then be available at all the three toll plazas to avoid any inconvenience.

If the Smart-tag is lost or stolen, the customer should report it to the Point of Sale in writing. The customer will be held responsible for any loss from the use that Smart-tag for 48 hours after the loss has been reported in writing.

Failures of a Smart-tag

If for some reason the Smart-tag malfunctions and fails to open the boom, it’s advisable not to reverse the vehicle, as a cashier will assist the commuter in getting out of the lane. Even if the Smart-tag does not function normally, DSC retains the right to collect the toll tariff for the transit and the account will be manually adjusted.

Reasons for e-tag failures could be:

Handheld Smart-tags: One of the most common reasons for a Smart-tag malfunction is a road user not installing the device to their windscreen but holding it as they approach the toll plaza. The Smart-tag antenna requires the device to be in a certain position and angle.

Invalid card: If the card to which the Smart-Tag is linked is no longer valid the Smart-tag will not function as system automatically checks the validity of the linked card, before opening the boom.
